HEC DEGREE ATTESTAION PROCEDUR- 2018-19

To apply for higher educational degree or a job abroad, you will need to attest your degrees/diplomas from HEC Pakistan, (Higher education council) Pakistan. A new procedure of HEC attestation is launched by HEC Pakistan. A complete summary of HEC attestation process 2018 is here;

Make account at hec portal (http://eportal.hec.gov.pk/hec-portal-web/auth/login.jsf).
Complete profile including profile photo and education details.
Click on Accredation and Attestation.
Select required degree for attestation. Upload scaned images of degree/certificates from matric onward. Inter nd matric certificates/result cards are not attested by HEC and hec does not require you get matric/inter certificates attested from respective board before applying for hec attestation. Apply for attestation.
The applicant name, father's name and date of birth should exactly match all degrees & transcripts, Matric and Intermediate level qualifications and CNIC/Passport.
Hec will take sometime for verification of documents submitted online. If it takes more than a week, email hec about it ( info.ana@hec.gov.pk ) Upon successfull verification of the online application, appointment date selection option will be made available.
Select date and time slot for appointment.
Take a print of application form, challan form(but dont pay it). Read application form carefully for any mistakes. Make one set of a photocopies of all docs and cnic attested from gazetted officer.
Attestaion fee is rs 800 for orignal document and rs 500 for photocopy. If you want to get photocopies attested too, you have to selec photo copy option while selecting degre for attestation. The system will calculate the total fee automatically and bank challan form for that fee wil be made available for download.
In case you cant visit hec yourself, someone on your behalf can get degrees attested with an authority letter. You need to fill details of the authorized person while selecting the date and time for appointment. Authority letter needs to be attested from gazetted officer (Sample authority letter, Google drive link.
On appointment date, reach office in time and take along orignals documents, attested photocopies set, application form, challan form, authority letter(if applicable).
Enter applicant cnic # in machine to get token and wait for youe turn.
Once called, go to window and get your documents inspected. If application is complete, you will be asked to pay the challan fee.
Go to bank window, pay the challan fee amd submit the docs for stamping. After submission they will tel you estimated time for collection.(usually its 1-3 hours)
A slip from challan form will be given to you which you need to present while collecting the documents after stamping.
All those who have got orignal degrees got attested but now want to get photocopies attested from hec. Procedure is following (courtesy of fellow member):
"If yours’s degrees already attested in old the system, i.e. before May 29, 2017 (from March 2009 to May 29, 2017) and now want its photocopy or original transcript attestation, then select

“Attest new degree” option and enter a ticket number. The data have to be verified again for the applicant to proceed further. If your previous attestation found correct during the scrutiny, your application will be Approve in the system. After that, you will be able to attest the original transcript and photocopy of degree/transcript through “Supplementary Attestation” option."

Note:

1. PEC Registration is compulsory for Engineering Degree

2. The above mentioned is general procedure and will work for most of people. Few people may find issues. So you can always email/ cal hec to clerify the issue.
3. If you find that something is missing, then please inbox/comment so that it can be included in the post.
4. At the moment there is no urgent process for degree attestation. I request you all to email hec for launching an urgent attestion system too(may be for some higher fee).
5. If you need to use internet or need computer access, library is available in main building of hec.( Islamabad office )
