Why Posting it so early ??
I posted it early, so that you can contact professors of your choice early, before they finalize other candidates for their labs/ supervision, you reserve your place early especially technical major people and Do not Bombard professor emails with your incomplete and irrelevant CVs etc., study professor profile well and make a good email and topic and CV, then email professor.
If you fail in getting this fellowship, there are bright chances that professor can hire you on some other available studentships as it happened with many students during last year selection. You need IELTS 6.5 or Equivalent TOEFL score for it. No other way , so must do IELTS/ TOEFL now asap.

People with Bachelors (BS) degree can also try their luck here. They will have 4 years for PhD and people with already done masters/MPhil (18 years of education) have 3 years for PhD scholarship (This Information is shared by HK university studentship winner Hafiz Zahoor)

"A good proposal, for better chance try getting IELTS with minimum 6.5 bands, a good motivation letter and strong recommendations as well. Contacting supervisor will be an added benefit, but it is not mandatory. Usually, interviewing panel decides about your supervisor after looking at your proposal and interview. But, if you are lucky enough to find a supervisor ready to supervise will increase your chances for fellowship or post graduate studentship. So, find your relevant professors now".
